{UPDATE} Help Me ID This!

I got out for an hour today, and hit a new site.  I dug a bunch of wheat pennies and this:


Can anyone help me identify this relic?
A 1926 hunting license.

I'm thinking Co. 48 might represent a fire department, if Co. = Company and not County.  "Place on middle of back" might be a license of some sort?  It's also stamped 759, which happens to be our local phone exchange.

Any ideas are greatly appreciated!
